With more digital tokens of a variety of assets emerging, it begs the question of just how useful these tokens are to our economy. In this panel, we will discuss the efficiencies and opportunities brought by such digital assets, and the new risks and uncertainties that they could create for our financial and economic system. Panellists will also share their views on the development outlook of digital tokens, and how Hong Kong, China, as a global financial centre, could capitalize on the opportunity of this new asset class.

Abstract:
Following the implementation of the regulatory regime for Stablecoin Ordinance in Hong Kong, China earlier this year, attention is now turned to potential applications of stablecoins in the real economy. Panel Discussion 3 – Making Sense of Recent Regulatory Developments
Abstract:
The global digital asset market has witnessed significant growth in recent years, particularly in the domains of stablecoins and real-world asset (RWA) tokenization. Once a niche subject, digital asset has now entered mainstream discourse and become a central issue at the forefront of financial regulatory debates in Hong Kong, China and internationally. In response, Hong Kong, China has prioritized building a robust digital assets sector as a core strategy to consolidate its status as an international financial center. A key milestone in this effort was the passage of the Stablecoin Ordinance in May 2025, which took effect in August. Other major jurisdictions, including the United States and the European Union, are pursuing similar regulatory frameworks. While stablecoins and RWA offer substantial benefits, they also present notable risks. It is therefore crucial to understand how those regulations are designed to mitigate these risks while simultaneously fostering healthy market development.
